Ecosistemas de gobierno abierto en América Latina: uso de datos abiertos gubernamentales para el desarrollo de Tecnología Cívica
Esta investigación tiene como objetivo comprender cómo se utilizan los datos abiertos gubernamentales (OGD) para crear valor público en América Latina. Identificó qué tipo de valor se crea al reutilizar los datos abiertos gubernamentales y cuáles son los factores críticos que influyen en los proyectos basados en OGD. Con base en esto, es posible comprender qué factores son pertinentes tener en cuenta al desarrollar servicios públicos basados en OGD y cómo afectan su desarrollo.
Outcomes:
The results of this study are the following: 1) the existence of open government and open data policies is good, but not enough when also exist organisational and legislative barriers, 2) OGD infrastructure varies, but the emphasis should be put in collaboration, 3) the role of OGD community is vital for networking and partnership building, 4) OGD capabilities must be interdisciplinary and in-house, and 5) sustainability is still a great challenge, together with the communications strategy.
